[MW:20951] SS 410 Overlay - Differential Hardness unable to meet in SAW

Dear gentlemen,
 
I am from a valve industry. As per API600 (Standard for Gate valves), for TRIM 1(13% Cr. overlay) combination , there should be a differential Hardness of about 50 BHN between the mating parts(Gate & Seat Rings).
 
My design has stated a value of 250 to 300 BHN for Gate and 350 to 400 BHN for Seat Ring.
 
We have SAW process for carrying out overlay process which yield an Hardness of 380 to 400 BHN with my existing wire & flux combination.
 
Wire used is AWS 5.9 ER430 & Flux is Basic Agglomorated.
If I use ER410 , Chromium gets diluted.
 
Tempering facility we dont have and it is too far away from my company if needs to be outsourced.
 
Kindly suggest me Flux & wire combination to meet 11.5 to 13.5 cr & Hardness 250 to 300 BHN without any heat treatment process.
