My dear good men,
Why fuss over this when all Sohaib has to do is get the plates tested at his end and be done with. Simple, for even if the supplier gives the MTC how much forward can you go to accept the same?  And may be it is true, he does not want to divulge the info about where he gets his slabs from. So, I would suggest just get the "final steel plates" tested to your requirements. And see if you can back charge the supplier. Depends on what your purchase agreements were.No big deal as I see.

I suppose the Final product Mill certificate giving details of Chemical and mechanical properties as per the applicable material specification mentioning the process route is sufficient.

Gents,
 
We have an issue with the steel plate manufacturer that he is getting the Raw material in the form of steel slabs from other country, and he is doing the Pre-heating and rolling....etc for the Steel slabs to get the final required steel plates.
 
Do we require having a mill test certificate for the steel slabs, or is enough to have it for the final steel plates.
 
The supplier is telling that for the steel slabs all information is secret! Do we need to have the manufacturing process, inspection & test plan for the steel slabs.
 
He has issued the Inspection & test plan for the processing of steel slabs to final steel plates.
 
Please advice.
