Yes, or arrive at some understanding with your client to take hardness and waive it
Or contact the manufacturer to get it included for re-issuing the MTC.

As per ASTM standard, ERW pipe (ASTM A53B) shall be heat treated above
540 deg c. But if the heat treatment information is not available in
the MTC, is it a Non conformance?
