Hi,
 
Well in normal practice we use the same procedure as that of welding for repairs also.
If anyways for some reason we need to qualify the procedure , then it has to be as per requirements of section IX, does not matter for what application (normal weld or repair ) it is.

Here for API 5L PSL1 pipes we have already WPS/PQR with out Impact,so is it acceptable as per ASME SEC.IX
