    Also keep in mind that if he weld a single process(either SMAW or GTAW) with 13mm(with Min,3 or more pass) & above then he is qualified to weld in that process for unlimited thickness. 
 
Let say, if he weld 6" S-160 the thk is 18.26mm,
 
Assume he weld the root with 4 mm thk GTAW,  then he is qualified to weld with GTAW is 8mm
 
then the balance thk 14.26 with SMAW,  then he is qualified for unlimited thk in SMAW.

It is means that if the welder make a weld with thikness below 13 mm Thk.
he will be qualified aore duble thikness he weld for example if he weld thickness 9.53 mm he will be qualified up to 19.06 mm, but if he make a test in thikness for 13 mm and above he well be qualified for unlimited thikness for example if he make a test in 14.27 mm he will be qualified for unlimited thikness.
