My best advice is for you to find a Certified Welding Inspector  ear you and have him/her develop, test and qualify welding procedure specification(s) foe you.

May seem simple foe you to do it on your own, but it is quite possible for you the unschooled in his to miss important steps. Good luck

From the following welding methods, Any one suggest me which welding can be used for welding CS pipe fittings such as elbows and 90 degree bends of SCH 40, and Size of 60".............for water line. 

          1) FCAW
          2) GTAW
          3) SMAW 
          4) GTAW + SMAW
