Yes you can but it will but the base metal thickness will be larger than the deposited weld metal thickness.
The base metal thickness range will be based on the total thickness of the test coupon

Please clarify some below points. 

I have previously qualified PQR, details as below.

PQR with ASME sec.IX and B31.3 and API 582.  

Process - GTAW (Manual)

Base Metals - ASTM A312 TP304L to STM A312 TP304L

P.No - P8 Gr.1 to P8 Gr.1 

Test coupon Thickness - 5.54 mm

First Process - GTAW - SFA - 5.22,  AWS - R308LT1-5 , F.No - 6, 

A.No - 8, Size of Filler .M - 2.2 , F.M.Product from - Flux-cored, Weld Metal Thickness - 

1.5mm.

Second Process - GTAW - SFA - 5.9,  AWS - ER308L , F.No - 6, 

A.No - 8, Size of Filler .M - 2.5 , F.M.Product from - Solid, Weld Metal Thickness - 

4.04 mm. 

According to red highlighted (Second process) can I use to prepare WPS.

And Thickness range 1.5 mm to 8.08 mm, other all parameters in WPS shall be as above in red highlighted. 

I don't want to use the first process.

Please let me clarify, if any changes, please guide me to prepare WPS.
