Dear Mr.Karan,

You need to be qualify a new procedure , you cannot be use ER308L in place of R308LT-5 at root pass due to the following reasons...

1. As per ASME IX 404.23 change of filler metal product form is essential variable 
Means change from solid to flux core & vice versa

2. No where in ASME section IX is stating & suggesting that u can change the sequence of filler metal used in different layers of weld metal used by a single process

That means in your case the both type filler metals are used by same process that is GTAW so no sequence of change from root pass filler use in 2nd and other passes and vice versa.

If you use two different process like GTAW +SMAW in this case u can use the process individually or combination as per section IX

3. Asme section IX 404.12 change of filler metal classification is supplemental Essential variable impact test required due to design conditions (below -104C design temperature). Please check the filler metal trade name of this two mentioned filler wire.

But MDMT is -196°C so Shall I required an Impact test.

Refer QW404.23 , Filler metal Product form is essential . Though you are not using that flux cored  filler for root pass  and want to use ER 308L Solid wire with backing gas  , ASME SEC IX  is not that clear to address this  query straightforward.

According to red highlighted (Second process) can I use to prepare WPS.

And Thickness range 1.5 mm to 8.08 mm, other all parameters in WPS shall be as above in red highlighted. 

I don't want to use the first process.

Please let me clarify, if any changes, please guide me to prepare WPS.
