For the intended service IGC test is not required unless asked for by client. If water contains diluent of acids or may be required subject to client's discretion.

Following are the situation,
Material, SA 312 Typ 304 L (Carbon content is >= 0.03 %)
Joining process :- Welding by GTAW process
Service Temprature -90 Degree (MAximum)
Pressure - 7kg/cm2 (maximum)

Service fluid :- Water,

Is IGC Test ( ASTM 262) is required to be carried out ?

As per my understanding, it is not required.
