How can we say that it is normalised, Q&T??  For Q&T should it be normalised??

Dear experts,

I am conducting a PQR for ASTM A 519 Gr 4130 QT pipe material.When I checked A519 standard it is giving the tensile strength values for 4 conditions only. Hot rolled/stress relieved/Annealed/Normalised.But in the material mtc I cannot find any details regarding the condition. It is given as Quench tempered only. The UTS of the parent material in mtc is 728mpa.

 As per PWPS  I have done PWHT after welding. When I did the tensile test ; ductile fracture occured in the parent material with a UTS of 683. 

What is the minimum tensile strength required for the PQR to get accepted?
