Dear Saravanan,
Your query was "could we follow ASME section 9 or AWS D1.1 for the structural steel welding qualification? please explain." are you asking about procedure qualification or performance qualification ?
1) if Procedure qualification- as explained earlier by Hareesh, the designer has to specify what is the governing code. (for structural steel works AWS D1.1 is generally followed)
2) if Performance qualification- the governing design code/ approved WPS has to be followed.
Note: if you have previously qualified welders in the same range of variables but qualified on a different code, then you may approach the end user to accept them without a new qualification
