Thanks for the reply.

The application is girth welding of roll bonded & SAWL CRA-clad line pipe, not weld over lay.
It is agreed that API 1104 is normally applicable for cross country pipeline with carbon steel line pipes.

But the gas transmission pipelines are designed to ASME B31.8  which is specifying to use API 1104 for welding, but SAES-W-019 is specifying to use ASME Sec IX. Of course, Client specifications shall take precedence, but the rationale of applying ASME Sec IX is not clear.
