Thanks for all your posts. However, I have found a very good reply to this issue from our AIS, which I would like to share with you, please see below:

Dear Mr. 
Thank you for sending the Nozzle details and the Material Certificates. Reviewing the several correspondences and attachments over the last few days we provide our opinion as follows
1.      We note that the (a) nozzles in question are of SA 106 GR B pipe material,  (b) the Stainless Steel Weld Over Lay (SSWOL) was done on these stated pipes by ARC Energy Resources UK and delivered without a Partial Data Report (PDR) and (c)the pipes with SSWOL are welded directly to the pressure vessel head/shell.  
2.      EWT has sighted the Code interpretation VIII-1-92-50 for acceptance of the SSWOL pipes without PDR
Given the above and on review of the stated interpretation we note that
01.   The interpretation allows no requirement of PDR if full compliance UG 11(c) is met.
02.   UG 11(c ) applies to "Cast, Forged, Rolled, or Die Formed Standard Pressure Parts That Comply With an ASME Product Standard, either Welded or Non-welded", further it also states in UG 11(c ) (1) "These pressure parts that comply with an ASME product standard accepted by reference in UG 44. UG 44 essentially addresses Flanges and Fittings with the ASME Product Standard B16.
03.   Since the nozzle material is not of a material under ASME Product Standard B16, full compliance to UG11(c ) is not met.
Hence we are of the opinion that the requirement of a PDR cannot be waived.

Gents,

Any part intended to be used for code stamped vessel which involves welding needs to have MPDR.
Example - sourcing flanges with weld overlay shall be supported by MPDR (welding involved). If you source Dished end without welding then MPDR is not required even though it is intended to be used on code stamped vessel.

A few days ago, I had posted in this blog a query regarding requirement of PDR for a SSWOL nozzle fitted to an ASME -VIII Div1 (2013)
vessel, but did not receive any reply from any of the members.
Please advise me referring to the attached reply from ASME sent to our Welding Engineer by ASME Standards and Certification Engineer.
Since this Code reference is for 1989 Ed, and I do not have it, I would appreciate if you could give your best judgement whether we need PDR.
Please excuse my writing to you personally, but in the interest of the subject matter, I hope you will help me out.
