Note that
In vertical uphill ur welding speed is slow because u r acting against natural gravitational direction thats why u r inputting more heat input and every one knows that impact properties directly affected by heat input that's why if you qualified in 3G uphill thatmeans u prove ur impact properties in max heat input conditions therefore u r qualified for all.
Further vertical downward welding sometimes related to electrodes capability to do so , as u know that all electrodes are not capable for vertical downward.

QW-256 - state Essential Variable, Non-essential and Supplementary Essential Variables.
And QW-256 shows SMAW, GMAW, FCAW, GTAW... Positions are supplementary essential variable, when CVN impact test (for toughness) is required.If not Position is non-essential Variables

QW-405.2 -states-
 1-  A change from any position to the vertical position uphill progression. 
 2- Vertical‐uphill progression (e.g., 3G, 5G, or 6G position) qualifies for all positions.
 3 - In uphill progression, a change from stringer bead to weave bead.
 4 - This variable does not apply when a WPS is qualified with a PWHT above the upper transformation temperature or when an austenitic material is solution annealed after welding.

We have received PQRs qualified in 1G  and 2G ( with CVN at -30 deg C) and in WPS stated that production qualified for all groove and fillet in all  positions?

I dont agree.

Does the forum experts agree.? If yes and/or not pls explain.

Piping systems involved for the flow lines and gathering lines from the well head isolation valve to the production facility or processing plant isolation valve are determined as OFF PLOT. ON PLOT defines piping system in the processing plant and production platform. ANSI/ASME B31.4 applies for off plot piping system. B31.4 allows the use of either API 1104 or ASME section IX (as appropriate). However, occasionally, a very small system such as piping within 500 feet of a processing plant (some client also said 400 feet) may be declared B31.3 rather than B31.4. When B31.3 is invoked, only ASME Section IX is used. before you decide which code to use for welding procedure and/or welder qualification for pipe welding, you have to know the design and construction code applicable to the system.
