Dear Asif:
Rain makes the environment (electrolyte) favorable for corrosion. Wet soil is more corrosive that dry soil. The rest is easy to conclude. Normally, the CP designer considers the rain (max number of rainy days etc.) during calculations. Especially, the rate of corrosion in salt polluted soils will be much greater if it becomes wet and naturally, the CP system for a wet soil (salt polluted or not) will be larger comparing to a CP system for dry soil.
If rain is not taken into account by designer or it exceeds designer's presumptions, anodes will be consumed more quickly (current will be higher etc.).
