[MW:20722] Pitting in Piping material

Dear Experts,
While radiographying a piping joint, our RT subcontractor has found some pitting indication in pipe base métal. Thé pipés are supplied by our end client. Our client tried to minimize thé issue saying" it might be caused by some operation done by us, being in HAZ limits".
Design code is B31.3
My question is what Could be the major reason of that defect? Is It most likely to be from piping base metal fabrication?

Please share your experience in this field.
