[MW:20715] Strength of a joint after PWHT

Dear Experts,

After PWHT the yield & tensile strength of a joint reduced.

My question is "When the temperature is returned to ambient temperatures, the yield point returns to practically the same position as at the start of the Heat Treatment" what is the meaning of this?
