You certainly know that in ASME IX the base metal thickness and the deposited metal thickness are two different essential variables.
When you want to support a WPS by means of a PQR you have to satisfy all essential variables by means of the qualification ranges.
The Code, with QW-200.4 (b) offers a flexibility regarding the base metal thickness but for the root passes only
So if you have a base metal thickness of let us say 50 mm, you may base you WPS, for the root passes only, on a PQR done with a test coupon of 13 mm, although the 13 mm qualify base metal thickness only up to 26 mm.
For the other passes you need however a PQR based on a specimen thickness of 25 mm minimum
