OK. Understood. The plates are normalized, so it is group IIIA.
But even though Fig. 4-1b says that impact test is not necessary, according to 9.2.2.4, impact test of weld metal shall be made for all welding procedures when DMT< -7 ºC (20 ºF) which means, I believe, that impact teste shall be done.
If so, where are the minimun values?

you misinterpret 9.2.1.3.
You should at a 1st instance check if you can exempt your plates from impact testing using the figures 4-1a/4-1b.
According to the table 4-4b A516-60 is Group III if not normalized or IIIA if normalized.
Practically, according to Fig. 4-1b above -40oF you can use this material without impact testing

A tank will be built from ASTM A516 Gr. 60. and under the rules of API 650/2013.
The design temperature is 0 ºF.
The welding of horizontal shell joints will be done by SAW.
There is impact requirement for weld metal, according to 9.2.2.4 + 4.2.10.3.

The point is that ASTM A516 is included in QW-422 and according to 9.2.1.3, it is not possible consider this material as P1. Therefore, I believe it is not possible to use the values described in 9.2.2.5.

If so, where are the minimum values for impact test?
