Already there had been many correspondences on this issue. To clarify your query as per API-650, thermal stress relief and PWHT is the same (please see below the appropriate clause.).
 
Firewater piping and associated components must meet NFPA guidelines. As plastic  is a low melting materials, the use must be done with caution. Use the attachment with with highlights.

5.7.3 Spacing of Welds around Connections

See Figure 5-6 for spacing requirements listed in 5.7.3.1 through 5.7.3.4.

Note 1: Additional weld spacing requirements exist in this Standard. Other paragraphs and tables dealing with nozzles and manholes may

increase the minimum spacing.

Note 2: Whenever stress relief or thermal stress relief is used in this Standard, it shall mean post-weld heat treatment.

HI Dear Members,

Could you help me? I work in project for Crude Oil Tank. The tank shall be constructed as per API650 and now I have some following doubts:

1) As you know WPS for API 650 has to be qualified as per ASME IX CODE and as per this code PWHT is essential variable but what about Thermal Stress Relief which is required as per API 650?

Shall I qualify WPS with Thermal Stress Relief or Thermal Stress Relief shall be performed when it is required as per API 650

2) For Crude Oil Tank shall be constructed Fire water pipe system and Drainage system. Company is going to use a plastic pipe material but there are not any notes regarding plastic materials in ASME IX and API 650.

Piping systems involved for the flow lines and gathering lines from the well head isolation valve to the production facility or processing plant isolation valve are determined as OFF PLOT. ON PLOT defines piping system in the processing plant and production platform. ANSI/ASME B31.4 applies for off plot piping system. B31.4 allows the use of either API 1104 or ASME section IX (as appropriate). However, occasionally, a very small system such as piping within 500 feet of a processing plant (some client also said 400 feet) may be declared B31.3 rather than B31.4. When B31.3 is invoked, only ASME Section IX is used. before you decide which code to use for welding procedure and/or welder qualification for pipe welding, you have to know the design and construction code applicable to the system.
