I agree with Mr.Pradeep.you should use ER309LMo for root and E309LMo for hot pass/cap.Ferrite No will be within the limit.

As indicated by Mr. Pradeep, technically it is not possible to weld with E8018 on austenitic SS weld since there will be a dilution and the end microstructure would fall in Martensitic range with microcracks. (Refer to schaffler diagram)
Alternate method:
However, after completion of second pass with E309/E309LMo filler metal, you can use pure iron electrodes (with one layer of weld deposit) and subsiquent passes with E8018 electordes. This technique requires high level of welder skill, training and qualification of WPS/PQR and approval required from the client.
As it is understood that welding with pure iron electrodes does not have good welability charectirstics and achieving sound weld metal may not be possible. However, you can try with this method.
