     As Mr.Ahmed Osman said, Please first try to find the material specification and its grade. At least send some sample from that rail material to lab and find its chemical properties and mechanical strength
then you will come to know atleast which specification and grade is meets to its type of rail material. By which you can find the consumable easily.

This is my best opinion, please discuss with you seniors too.
