These according to TEMA standard after 10 % you must make retube for the Heat exchanger

Dear all,
How do we accept tubes thinning? We have tubes which is SA 179,
19.05 mm and Dia, 2.11mm? and welded with tube sheets with exchangers?
How do we accept or reject? How many tubes could be plugged if they are corroded externally? kindly give me your suggestions?
