Your query is not clear.

Anyway, to my knowledge and understanding of your query, first the groove has to be filled completely. (of course, our intention is also just to fill the groove completely and that is all) During doing so, if any weld metal that protrudes above the base metal is called "face reinforcement/cap height", for which the codes/specs put restrictions.
