To simplify, i would paraphrase QW-407.2 as below:-
"PWHT time for PQR shall be min. 80% of that in WPS",Your case is not relevant to this clause.
PWHT time shall be same as of PQR if same thickness, as the thickness changes time would vary.
For Eg:- PQR qualified with 25mm thickness and PWHT'd for 1hr now WPS with 16mm thickness time
shall be 38 minutes.

that recorded in the PQR. (e.g. PQR qualifed at 620 degC for 120minutes and production
requirement 620 degC for 100 minutes)
