may be these conditions are required for material specific , specially it succeptable to cooling rate. I think you should mentioned material specific. moreover service condition has major impact on same. It is usually mentioned for HIC and sour service condition for P5A(as said by Mr.Jayakumar) material where temper embrittlement test is to be performed.
