Weld heat affected zone is point in base metal that has been heated in
excess of AC3 (950 deg C). The austenite that formed at this
temperature will be coarse-grained. That is why we need pre-heat. The
main purpose of pre heat is to allow base metal to slow cooling; give
a microstructure similar to that of the base metal. That's the point;
if heat from the cutting is not excess of AC3 temperature, you no need
to apply pre heat.
