It's mandatory that repair shall be performed by an organization holding "R" stamp.
 
Additionally you may look in the recommendations of API-510 or NBIC. If the service application is for refinery or petrochemicals, then API-510 should be followed
 
API-510 , clause 8.1.1,requirements are as follows:-
  • Repair organization should hold NBIC- R stamp.One holding such credentials may do repair and alterations in both DIV-1& DIV-2 vessels
  • Authorization for alterations to pressure vessels that comply with ASME Section VIII, Divisions 1 and 2, and for repairs to pressure vessels that comply with ASME Section VIII, Division 2, may not be given until an engineer (a P.E) has also authorized the work.

  • Welding procedures shall be thoroughly qualified to meet all DIV-2 requirements.

  • If the vessel was subjected to PWHT during original construction and the repair is deemed to be done without further PWHT, then a Temper bead repair procedure shall be established  as per ASME Sec-IX and additionally as per the guidelines of NBIC-RB or API-510. .

NBIC, Part-3(repair and alteration), clause 3.3.5 addresses requirements for repair in DIV-2 & DIV-3 vessels. The requirements are similar to API-510. Repair  shall be documented in NBIC Form R-1,REPORT Of REPAIR (clause 5.13.1).

API-510,Appendix-A provides the exemption categories for containers and pressure vessels.

If the vessel to be repaired belongs to any of these categories,NBIC guidelines should be followed.

Dear Sir,

 

Be aware that both P460NL1 and SA612N are fine grain high strength steels for moderate and low temperature service, so I would not suggest hot working because this will lower materials mechanical properties. If necessary you need to simulate the heat treatment and execute mechanical testing in order to ensure the material keeps its properties.

To the experts,

The vessel is a transportation portable tank built under the ASME section VIII div. 2 guidelines, if the shell is damaged and would need to be sectioned or repaired by welding or hot work what documentation and approvals would a repair facility be required to hold in order to make an ASME / NBIC repair that would keep the tank in service as an ASME vessel?

 

I am aware the shop would need an R stamp to repair a Section VIII Div. 1 tank would it be the same for Div. 2?

The tank vessels are of P460NL1 material and others are of SA612 N.
