It depends on the applicable code requirement.
For ASME sec VIII Div.1 please refer to fig. UG-84.1 where the impact value is depend on minimum specified yield strength of the material and the maximum nominal thickness.

For ASME sec VIII Div.2 2 please refer to table 3.13 of part 3 part where the minimum impact values also depend on the parameter as well as sec. VIII div.1 (specified minimum yield strength and thickness of the material)
