Hi Nitesh,
TMCP steel is fairly new to ASME boiler and pressure vessel code. If I remember correctly 2007 version of ASME Sec- II Part –C , incorporated this material and till date Sec-IX have not assigned any P No or S-No to this type of steel. Only SA-841-SA-841M Specification for Steel Plates for Pressure Vessels, Produced by Thermo-Mechanical Control Process (TMCP), is included in SEC-II, Pt-A Code.
In view of the same as per QW-424 /424.1 this material should be treated as unassigned material and WPS and PQR shall be qualified. For unassigned material, ASME recommends to the follow the manufacturer’s guidelines, for welding+ PWHT etc.
TMCP steels are popular with offshore codes, it would be a due diligence to cross check the fabrication guidelines of Offshore design codes also for correctness of WPS and PQR. AWS, D-1.1-2004 or 2008 briefly refers on welding of TMCP steel.
If you could post the data sheet of the material (SUMITON 610 F TMCP Plates), more appropriate suggestions could be provided. I extracted this info from Sumitomo Catalogue, which shows a product SUMITEN-610F. I am not sure if it’s the same steel you’re talking about.

But as per ASME SEC IX it is mandatory while you prepare WPS.
