For this material the electrode is E8018B6.
Here in sec II C , to qualify the consumable testing in elongation and yield strength the temp might have kept at 745 deg.
If you keep the temp low i.e 675, the minimum elongation requirement 19 of section IIC might not pass.
But in procedure section IX doesn't require the elongation..
In our procedures we are keeping 700 to 720 deg temp .So you will get the tensile requirements of section IX and minimum ductility requirements of IIC.Preheating and interpass temp will also effect this properties.So keep temp 200 deg and interpass 350 deg.Post heating 350 dg for 2 hrs.
In the past i was having the experience of geting the border case of elongation 20 when i kept temp 740 deg.

As per ASME SEc. VIII Div. I normal holding temp. is 675 degree C and minimum holding time is 15 minutes. 
and as per ASME SEC. II part C Holding temp. is 745 degree C and holding time  is 1 hr./ in.
