[MW:4312] different impact toughness

Hi all
i want to weld to pipe steel that have simillar tensile strength, but they have simillar impact toughness in different temp(-20&-40).
now for qualification of this weld, how can i assess temp in which impact samples tested?
is in any standard or code specified rules to weld dissimillar steels in toughness?
