If you are a contractor you don't have this choice, if are a designer you need demonstrate to the owner not only with a qualified WPS, but a comparable service experience and other factors as indicated in the para 331.2.2.
 
Note: you need to qualify your own welding procedures, classified documents such as WPS/PQR can't be shared in a public domain. However members may share similar service experience if any body come across, which may be useful to you.

Dear Sir

Good morning. I want your help in the following matter

We are doing the CWS/CWR line having dia from 80" ~ 112" & thickness over 20 mm upto 28.58 mm O.P 5.5 Kg/Cm2.

We are carrying PWHT due to the thickness requirement, but we want to deviate as the para 331.2.2 of B31.3. So if anybody have qualified WPS without PWHT in such cases, please guide me & send the WPS for the reference purpose.
