[MW:1240] Which WPS can be used

Dear Frinds ,

I have a requirement to weld  Stress relievedCS  plate # normal CS Plate.

Which WPS can is use to weld such combination ( i mean a WPS with PWHT or with out PWHT).

ASME is refering anywhere which type to be used?

What is the logic to use perticular type?.
