[MW:1226] Welder qualification with backing

Double welded groove welds are considered welding with backing, refer QW 402.4

Dear sirs,
 
One welder is qualified with Backing for SMAW process.
One welder is doing welding for Single V Butt Joint with 2-3 gap. backgouging is applicable. After SMAW three run, Other run by other welder with FCAW process. After Backgouging Other side welding by FCAW process.
Now my question is First welder is done SMAW with 2-3 gap without backing it is acceptable or not?
I hope for your reply.
