Good morning,
If there is specifiction for this project, it will dominate requirements of API 1104. My advise for you is as below.

Check the time between weld passes listed on WPS. Time beween passes is essential variable as per API 1104, clause 5.4.2.8.
Clause says "An increase in maximum time bteween completion of root bead and start of second bead (hot pass) constitute an essential veriable"

What to do after hot pass or second bead? Code is silent. It does not say anythig.
It is upto manufacturer to decide. In other words, time between weld passes after hot pass (second bead after root pass) is non-essential variable.

There is no need to cut the joints. You can proceed with welding provided,
1. Proper buffing is carried out to remove rust
2. Maintain interpass temperature as per project approved procedure.

I told you earlier as well, all answers are in code book. Do you remember? Just read it with interest.
