Dear Ankit,

Normally Explosive Bonding will be performed at Plate Mill and any Heat Treatment if required will be performed at Mill and covered via the MTC.

SS 316 clad plates fall under SA 264 (ASME Sec.IIA). According to the same for Explosive bonding, the clad plate shall be subjected to solution Annealing and the substrate base plate carbon steel Heat Treated to the Material standard separately  prior to Explosive Bonding and can be checked in the MTC.
