I m not talking about PSL-1, 2, 3, 3G, 4 (product specification level) or PR-1, 2 (performance requirement).

Its only about Material Class.

If you require matl  as per PSL2  and mfgr gives you PSL3 it is acceptable but not vice versa

I m very well aware that Client may say it must be as per PO requirements, and some clients may accept if they get a higher class product is given for the same price. But I d like to know what does API say about this?

Please explain what all can be done in this kind of situations.
