Yes, it's very clear in API1104. There are only 2 positions in API, which is fixed and rolled. And in each one of these positions you can keep the pipe in horizontal (5G) or vertical (2G) or inclined (6G). Rolling position is used only in mechanized welding. 

Remember these are the names we call it. API does not recognize 5G and 2G. If you keep in any one of those positions, then that wps can be used in any position as fixed position. 

Eg. If you made the WPS as 5G. Then it will be read as fixed position 5G. With that said, we can look at your query. You have approved a wps for 5G position. 

Now look at welder qualification  cause 6.2.2.f here position means a different thing. It is a change from fixed to rolled or a change from vertical to horizontal. So it means that welder is only qualified for the position he welds. However there is a way out. If a welder is making butt weld in fixed position in 6G then he can weld all the "welder position" mentioned above in both fixed and rolled, vertical and horizontal , butt and fillet. 

That is real time and money saved.
