In Carbon steel, why do you use Cr-Mo steel consumable. Any specific reasons???

Is the welding carried out in shop or at site ? 

Normally, 8in dia X70 grade can be welded using SMAW process. you may choose E6010 as root welding & Hot, Fill & Cap  using E8018G. Refer  Pipe welding brochure of any reputable maufacturer of filler wire. 

If you go with GTAW ER80B2 may be selected.
