Expert, please see the below your answer...as per Saudi Aramco Standard, SAES-A-004 Para 5.7.

Protection from Overpressure
All systems (piping and equipment) while being pressure tested shall be protected from being over pressured by the following:

Pressure test relief valve(s) of adequate capacity set to relieve at 5% above the test pressure shall be installed unless the test pressure is less than 85% SMYS at which time it can be set at 10% above the test pressure. Sizing of these relief valves used for testing shall follow the requirements of API RP 520, Part 1. The relief valve(s) shall be tested, dated, and tagged within two weeks prior to the pressure test for new construction projects, and within three months for maintenance operations.
The pressure test relief valve shall be accompanied with a calibration certificate that includes the cold differential test pressure (CDTP), test date and the spring range. The CDTP shall be within the spring range.
Pressure testing relief valves shall be car sealed at the pressure adjusting screw and verified prior to test.

You should blank PSV during the hydro test or remove PSV from line/equipment. 
Because PSV set pressure is adjusted to %10 above of MAWP. But hydrostatic Test Pressure is 1,5 times of MAWP.
You can't make hydrostatic test 1,5 times of MAWP because PSV will open when pressure comes to 1.1 times of MAWP. 
That is why you need to blank or remove PSV during the hydro test

Please check through API RP 520 and you should find the set pressure requirement for PRVs. Typically it is set based on the MAWP or  design pressure. However you also need to consider the static head between the protected equipment and the relied valve while deriving the set pressure.
