if welding is done to form dish end ( like Pettal construction) then ur pqr should under all heat treatment.

Refer ASME Section IX, QW 407.1 as your dishend are single piece and will be normalized before welding. So you have to follow PWHT for qualification which is applicable after welding for your vessel.

OR
Only two normalising cycles are enough?
