Adding to Rameshkannan Devaraj's explanation, please note:

'SA' is a prefix of the ASME specification, whereas 'A' is prefix from ASTM. 
The ASME SA516 is a part of the ASME Boiler and Pressure Vessel Code (BPVC),
 a standard which governs the use of carbon steel in weldable industrial boilers and pressure vessels. 
Material specifications for SA materials can be found In Section II Part A.  
Further, for the non-ferrous material the prefix 'SB' is used which can be found in Section II Part B.

If an ASTM material specification has been adopted by ASME, an "S" is added to the designation.

The SA (SA-516) means it is a ferrous material specification from ASTM, that has been adopted for Code use by ASME.

Dont look for exact expansion for S & A, like S means Steel and  A means Authority.
