Bolt torqueing is done by turning the nut, for example using hydraulic wrench.

 

Bolt tensioning is done by stretching the bolt using hydraulic tensioning (stretching) tool, the nut is then loosely fastened, before the tensioning is released. The good thing by this method is that you do not have other than pure tension stresses, no shear stresses. On the other hand, the method is very sensitive to dirt, paint, etc. under the nut, because the elongation might be less than determined if such items breaks when the hydraulic tensioning is released.
