 Both the carbon and stainless steel filler metals 
Fno. is 6.
Refer QW-404.15 (A change from one F-no in table
Qw-432 to any F-number or to any other filler
metal, except as permitted in Qw-433.
Qw-433 table says qualified with any F.no6 qualified 
For all F-No 6 [refer note1]
Note1 says: deposited wels metal made using a 
bare rod not covered by an SFA specification
but which conforms to an analysis listed in 
Table QW-442 shall be considered to be classified
As F-no 6.

Means carbon steel F.No 6 (but A.No is 1)
 Stainless steel F.No 6 (but A.No is 8)

So, even F.no same but weld metal analysis is
different. So he was not qualified to weld stainless

Essential, non-essential or supplementary essential variables exists while we qualify WPS.  Once we prepare WPS mentioning essential and non-essential variables, we cannot change that while production welding.  We have to follow whatever is mentioned in WPS.  If we want to change an essential variable we have to separately qualify the WPS.  If we want to change a non-essential variable, we have to revise the WPS (no separate PQR required) and take approval.

Just check the qualification details.  P8 to P8 qualifies for P1 to P1 also.  F number for carbon steel and stainless steel filler wire are same. But deletion of backing gas(QW 408.8) is an essential variable. Since you are not giving backing gas for CS, the welder cannot weld CS with GTAW even though he is qualified on SS with GTAW.   

And if the contractor wish the welder to weld CS where he is qualified on SS,  They can weld the joint by providing backing gas for CS, provided CS GTAW WPSs shall have backing gas mentioned in it.  But 99% of CS WPS for GTAW will not have backing gas!!!


 

Required welding variables as per Sec IX is below.  Hope this helps
