During the hydrotest of a product line of about 1.3 km (asme B31.3/4, 24 bar test pressure, 4 hour holding time), 2 blind flanges are given at each end. One of the flanges were found as leaking (as drops) upon inspection. Around 15 mtr. Of the line in between is underground and hidden as well. Sub-contractor is arguing that line has a pressure around 27 bar (due to temp.) Which is above test pressure thus can be accepted. They are saying code allows "blind flange leakage" also. Anyhow we are not agreeing for that. Expecting your valuable feedback on this issue.
