[MW:21431] Plates surface quality

Hello, dear colleagues. I hope all you are well

I have to inspect a pressure vessel as a welding inspector, and there are some surface imperfections on the head surface of this equipment. 
There is not any supplementary requirements. Only ASME rules. 
If we read ASME SA20, we have to repair injurious surface defects, as transcripted below. 


ASME SA20

9. Quality
9.1 General—Plates shall be free of injurious defects and
shall have a workmanlike finish.
9.2 Surface Imperfections:
9.2.1 For plates produced from plate-as-rolled, all injurious
surface imperfections shall be removed by the manufacturer.
..........

But how to identify injurious defects? I understand injurious as something that cause damage to its operations and do not understand it as injurious only if it is a esthetic defect. 

All opinions, orientations and considerations will be very helpful.
