The design parameter MDMT should be considered and the minimum Charpy value shall be stated in the standard or design code. Kindly check your standard or if it is not stated there, Kindly state the reference Code and the Materials in question.

As material design temperatures are varying and your spec gives tested values for design temperature only.

I have query suppose two material are welded with SS321 filler wire and the material 1 has an impact requirement of 78 j at -40'C and material 2 has an impact requirement of 60 j at -60'C where as weld metal has an impact requirement of 49 j at 20'C, then how to qualify PQR and which impact value to be consider. 

Request to clarify with example which will be helpful.
