[MW:21390] Holiday Test on Curode oil flow line

Dear Team,
 
I like to get clarification for good understanding about holiday test requirements.
 
Due to inside corrosion / biting in crude oil live line, the live line was strengthen by installed outer sleeve on the pipeline. After that the cap between the sleeve and pipe it was filled with Epoxy materials.  Now the pipe are wrapped with cold wrapping material (1.65mm thickness) becasue the same line will back filling by sand. 
 
It is required to do holiday test. Now my question, the  line is in service with 5 MB pressure. Is it acceptable for do the holiday test by using 10KV current on live line and the line will be earthed.   
 
I am seeking the advice from Coating Expats. Please
