No, you can not do final pass or capping GTAW with the same WPS . You have not mentioned your WPS details and applicable code however for Root if GTAW is used then max weld metal qualification range will be only twice .
If your job is of 32 mm thk and 6 meter dia why can't you prefer SAW or GMAW process
